Kutlu Balci
Senior Associate
Kutlu Balci is an MSc qualified senior wind energy consultant and project manager with seven years of experience in both onshore and offshore wind projects covering due diligence, construction strategy, O&M execution, financial model, contracts and wind turbine technology review.
Delivering various advisory works throughout the years, Kutlu has mainly worked with lenders, buyers, sellers, investors and occasionally with policymakers. He has been involved in all phases of the onshore and offshore wind farm projects in various countries including, but not limited to, Jordan, Kenya, Belgium, Sweden, France, Mongolia, UK, the Netherlands, Poland, Egypt, Bulgaria.
As Project Manager for a major consultancy company, prior to joining RCG, Kutlu delivered numerous projects in various wind projects globally. He has led some of the largest renewable energy projects as Technical Advisor from pre-Financial Close, to the operations monitoring stage. Consultancy assignments have included technical support, technical due diligence, and strategic advice for market penetration for project investors. In addition, Kutlu has experience in business development, energy markets and policy, and power projects mergers & acquisitions.
Kutlu has an electrical and electronics degree from Bilkent University, and an MSc degree in the Renewable Energy Systems & Environment Programme from University of Strathclyde. He is a professional member of Energy Institute, and member and founding President of Association of Turkish Alumni and Students (ATAS) in Scotland.

- Technical Due Diligence, Pre-FC - Offshore Wind
- Technical advisor of an international lender’s group for financing of 487.2MW offshore wind farm located in Belgium. The Project was awarded by IJGlobal as the European Offshore Wind deal of the year 2018.
- Technical Due Diligence, Construction & Operations Monitoring - Offshore Wind
- Technical advisor of an international lender’s group for construction and operations monitoring for 219MW offshore wind farm located in Belgium. Monthly and ad-hoc reporting to the Lenders were delivered for challenging issues during construction and operational stage to ensure robust process in the Project.
- Independent Engineer - Onshore Wind Farm
- Independent Engineer for commissioning works for 100MW Kipeto Wind Farm located in Kajiado County in Kenya. The required works was related with witnessing PCAT commissioning works on-site and confirm whether the works are undertaken in line with the technical requirements and good industry practice.
