Taipei, Taiwan – The Renewables Consulting Group (RCG), a sector specialist advisory firm, has appointed Charles Luh as a Principal in the firm’s Taiwan office.
With an extensive track record in technical and commercial roles, Luh combines a deep understanding of offshore wind development with a strong background in project management in numerous renewable energy technologies, including offshore wind.
Luh’s appointment will help RCG support the enormous amount of offshore wind activity that is expected shortly in Taiwan – which is quickly becoming the most attractive offshore wind market in the Asia-Pacific (APAC) region. Taiwan’s Ministry of Economic Affairs recently announced that the Bureau of Energy will hold an auction for 3 GW of offshore wind capacity from 2022 to 2024. These offshore wind projects will be delivered between 2026 to 2031 at a rate of 1.5 GW per year – resulting in 9 GW of offshore wind. As a result, Taiwan is expected to reach 14.7 GW of installed offshore wind capacity by 2031, which would exceed the 12 GW target in 2030 announced by South Korea earlier this year and the 10 GW target previously set by Japan.
Luh comes to RCG from TÜV Rheinland, where he was Business Development Manager and Project Manager for Offshore Wind. Before that, Luh served as an engineer for Jan De Nul Group on Phase II of the Formosa 1 Offshore Windfarm, Taiwan’s first offshore wind project.
Commenting on the news, Gareth Lewis, managing director for the Asia-Pacific (APAC) region said:
“This is an extraordinary time for offshore wind in Taiwan and we are thrilled to have Charles joining at such a critical time. With an extensive understanding of the technical and commercial aspects of offshore wind project development; he will be an invaluable asset to our clients.” – Gareth Lewis, Managing Director
The Taiwan office – along with RCG’s office in Tokyo – is leading the acceleration of the firm’s Asia-Pacific platform in order to realise its goal of providing a top-tier market intelligence, management consulting, and technical advisory service to the renewable sector and delivering long-term value for clients.

Taipei, Taiwan – The Renewables Consulting Group (RCG), a sector specialist advisory firm, today announced the appointment of market intelligence and management consulting specialist Chien Huan Li to its growing office in Taipei.
As policies and regulations related to climate change rise to the fore, RCG has increased its team of experts in response. With a background in energy and climate policies, Li’s deep experience in collaborating with government agencies, non-governmental organizations (NGO) and multiple stakeholders domestically and regionally will help our clients as they formulate a response to combat climate change. Li’s responsibilities include policy and legal analysis as well as market strategies.
Before joining RCG, Li worked in the Ministry or Economic Affairs (MoEA) in Taiwan as a specialist in green energy policy. In collaboration with governmental agencies, industry delegates, and think tanks, he assisted the MoEA to coordinate policies and regulations across departments. Before his role with the government, he worked in the Chung-Hua Institute for Economic Research on trade data analysis and market entry strategies for renewable energy and other environmental product exports.
Commenting on the news, Gareth Lewis, RCG’s Managing Director, Asia Pacific, said:
“As climate-related policies and regulations only become more commonplace, it is comforting to have Chien Huan Li on the team. His understanding of legal and economic regulations combined with his prior work as a green energy policy specialist for the Ministry of Economic Affairs, make him an invaluable asset in serving our clients.” – Gareth Lewis, Managing Director, APAC
The Taiwan Bureau of Energy (BoE) recently held a consultation on the Zonal Development (Round 3) regulations, outlining the site application process for offshore wind developers to submit their greenfield sites to the government. This is a further step in the policy development which should culminate in the publication of final regulations in January 2021, kick-starting the next phase of offshore wind in Taiwan. RCG’s strengthened team is well positioned to advise clients on government and stakeholder matters.
The Taipei office, in conjunction with RCG’s office in Tokyo, is leading the acceleration of the firm’s Asia Pacific platform in order to realise its goal of providing a top-tier market intelligence, management consulting and technical advisory service to the renewable sector and delivering long-term value for clients.
