Senior Associate

Bert Chen is a Senior Associate in RCG’s Vancouver Office. He brings a commercial and financial perspective into due diligence and market research. He has over a decade of experience working on energy and renewable energy investments. Bridging all commercial aspects of financial analysis, regulatory affairs, technical expertise, legal and commercial negotiations and project management, He is able to bring significant value to operating businesses in the North American energy markets.

As an experienced commercial manager, he has worked on major projects in the energy, renewable energy, infrastructure and real estate sectors helping deliver projects from initial conception, siting and acquisition, design, permitting and construction to turnkey completion.

Since 2018, Mr. Chen has worked on transactions in North America, coming to RCG from Brookfield, a global investment firm that operated one of the continent‘s largest independent power producers. In that role, he developed and evaluated hydro, wind, solar, battery storage, hydrogen electrolysis and electrical transmission projects. He has experience in all the major power markets of the US and Canada, with a specialization on designing, constructing and permitting solar projects that originated, negotiated and executed corporate power purchase agreements for energy and renewable attributes.

This experience integrates energy resource modelling, power pool and locational pricing, siting layout, geotechnical and real property matters such as property tax abatement and zoning.

Mr. Chen has a Master’s of Business Administration with a specialization in finance.

Market entry strategy, solar PV portfolio acquisition
Led power market analysis and M&A due diligence for solar PV portfolio in Alberta for an owner/operator model. Led projects through permitting and regulatory approval, commercial negotiations and power purchase agreement offtake
Commercial offtake
Worked on competitive RFP submissions for one of the largest Independent Power Producers for Power Purchase Agreements with utilities and large commercial/industrial customers. Negotiating commercial terms, synchronization with project offerings and pricing
Regulatory affairs
Compiling permitting requirements and submission of documentation, including stakeholder consultations for projects requiring municipal, provincial and federal level approvals.
